I sincerely hope that you are right, but since they have already released DLC and have it planned, and seeing whats in the DLC. Im leaning towards my personal fear that they are milking the DLC scheme at the expense of the customers. #1 Many people are debating whether "CivRev" is worth inclusion into the Civilization line of games.
