After that league is created, you go to create a new league, select "Add Promotion/Relegation League". In the next window, select the dropdown for type of league to "Relegation League for XXX (name of your Major League). DO NOT at any point click the Cancel button, as it cancels EVERYTHING you have worked on, and doesn't only Cancel the current league creation you are in.That's pretty much it. The manual gives you a bit of info as well, but it's on the light side.You can add more leagues to your universe, but only 2 leagues can be set in a Pro/Rel relationship.
