TCP gives that without any "effort" required on behalf of the protocol designer. UDP makes that harder and requires protocol-level support.It is also difficult with UDP to deal with networking unreliability - a common problem. For example, many routers in commercial use to date have simply dropped UDP packets when their buffers overflow, meaning that a receiver only becomes aware of message loss after processing, say, the next 1,000 packets.
