If you have a new iPad, you restore the iPad to a backup of the old iPad. If you are doing this with iTunes on the computer, then it is telling you that you need a newer version of iTunes on the computer, not on the iPad(s). If your new iPad has iOS 12.x on it, then you need the latest version of iTunes.
